New EU funded project in Serbia - Technical
assistance to
the Commission for the Protection of Competition
Technical assistance to the Commission for the protection of
Competition (ACPC) is a 36-month project funded by the European Commission,
and managed by the European Agency for Reconstruction (EAR). It is
implemented by an international consortium selected by the EAR and the
Project’s beneficiary. The Consortium is led by the IRZ Foundation
(Deutsche Stiftung für internationale rechtliche Zusammenarbeit e.V.),
Germany and includes leading national and EU public policy, legal and
economic consultancy and advisory firms and organizations German Technical
Cooperation GTZ (Deutsche Geselschaft für technische Zusammenarbeit GmbH),
Germany and Colja, Rojs & Partners (Law firm Colja, Rojs & partnerji, o.p.,
d.n.o.), Slovenia.
The Project’s main partner is Serbian Commission for Protection of Competition. Steering Committee representing the Commission for Protection of Competition, Serbian Ministry of Trade and Services, the EAR and the Delegation of the European Commission in Belgrade is the decision-making and governing body of the Project. The Steering Committee determines the specific fields in which the Project provides the assistance, approves work programmes and monitors the progress of the Project.
ACPC Project was set up in January 2008 to provide timely and tailor-made support to the Commission for Protection of Competition as well as other partners as judiciary, line ministries, sector regulators, business community and all institutions involved in SAA agreement where competition is one of the most important areas.
Strengthening the institutional capacities of the Commission for Protection of Competition, harmonising legal framework and its implementation with the EU Acquis in the competition field and increasing awareness on competition policy are the three components of the Project.
The Project deploys EU and national resources according to the objectively required expertize in the fields of EU competition rules. Operationally the project is made up of a team combining EU and national experts and experize. The Project is managed by the Project team Leader and the Consortium Leader in close cooperation with the European Agency for Reconstruction, Belgrade.
